Scooter rental with no insurance in Pattaya
“No insurance” is too vague for a decision. Identify compulsory cover, any voluntary vehicle policy, your own policy and the rental contract before assuming what is covered.

What the phrase “no insurance” establishes
Road Accident Victims Protection Company publishes the compulsory motor-insurance terms for injury, health and life harm to road-accident victims. They do not, by themselves, prove cover for the rental scooter, theft, third-party property damage or every contractual charge.
Phrases such as “renter responsible for all damage,” “third party by renter,” or blank insurance boxes require clarification. If staff cannot identify an insurer and policy, treat the scope as unverified rather than inventing cover.
Travel insurance and licence exclusions
Travel-policy terms vary. Ask the insurer about motorcycle use, vehicle category, licence conditions, helmet conditions, engine-size limits, passengers, medical cover, liability, rental-bike damage and excess. Do not claim that one issue automatically voids every benefit without the policy wording.
Get the answer in writing before renting. Thai government foreign-driver guidance recognises a valid Thai licence, a valid IDP or an ASEAN member-state licence for eligible drivers; for a scooter, the document must cover motorcycles. See the IDP guide.
If protection remains unverified

If an incident occurs and cover is unclear
Protect people first and call emergency services if anyone is hurt. Ask the operator and insurers which police and claim reports the incident requires. Photograph the vehicles, scene, licence documents and rental contract when it is safe and lawful to do so.
