Compulsory motor insurance, any voluntary vehicle policy, the rental contract and your travel or health policy are different documents. Do not assume what any one covers: record the policy details, obtain medical help, preserve the scene evidence and contact the operator and insurers promptly.
“The bike is insured” does not identify the insured person, loss, limit, exclusion or claim process. A vehicle policy, rental contract and the renter’s travel or health policy can address different losses. Obtain each relevant document rather than inferring complete cover from a verbal label.

Separate documents can address separate losses
Map each potential loss to the actual document that might respond.
The vehicle policies may include compulsory motor insurance and any voluntary cover arranged by the owner. Road Accident Victims Protection Company publishes the compulsory motor-insurance terms for injury, health and life harm to road-accident victims. That does not establish cover for rental-bike property damage, theft or every contractual charge.
Your travel, health or expat policy is separate. Whether it covers motorcycle use, medical costs, liability or rental property depends on its definitions, territorial scope, exclusions and conditions.
After a crash, the operator may present a contractual claim for vehicle damage while a travel or health insurer assesses another loss under separate wording. Ask each party for its clause, evidence and process; do not assume one decision controls the other.
What the vehicle policy covers — and what remains unknown
Do not describe compulsory motor insurance as comprehensive rental cover or as property-damage cover. Ask for the insurer, policy number, insured vehicle and claim contact, and use the Office of Insurance Commission’s official policy-search services where applicable.
Unless the written policy confirms otherwise, treat each of the following as an unanswered question:
- Damage to the rental scooter itself — scratches, fairing cracks, bent mirrors.
- Theft of the scooter or parts.
- Your own hospital treatment after a fall.
- Passenger injury if the shop did not know you were two-up.
A deposit deduction, contractual excess and insurer excess are not interchangeable. Request the clause, itemised evidence and insurer reference rather than accepting a label used at the counter.
When your travel insurance might pay
Your own policy may or may not respond. Ask the insurer to answer these questions against the exact policy and incident:
Does the policy include this motorcycle use? Check the vehicle definition, rider, trip purpose, location and every relevant exclusion.
Which licence conditions does this exact policy apply to your recognised motorcycle-licence branch, including an IDP where applicable? See the licence guide.
What helmet condition applies? Wear a fastened helmet for safety and law, and ask the insurer how any policy condition is written and applied.
Engine size is within the policy limit if the policy specifies a cc cap.
You have a police report and the documentation the insurer asks for.
How licence status can affect a claim
Licence status can be relevant to legality and to policy conditions, but it does not produce one universal claim outcome. The insurer must identify the clause and apply it to the facts. Do not state that every layer is automatically void without reading the policies.
Thai government foreign-driver guidance recognises a valid Thai licence, a valid IDP or an ASEAN member-state licence for eligible drivers. For a scooter, the document must cover motorcycles. Verify your route before riding and disclose the facts accurately to the insurer.
The excess — shop version vs insurance version
An “excess” is meaningful only in relation to the contract or policy that defines it. Ask which document sets the amount, which loss it applies to and whether an insurer is involved.
For any post-crash figure, request the relevant clause, itemised damage evidence and, where an insurance claim is asserted, the insurer and reference number. Do not assume a counter label proves or disproves the amount.
Your travel policy may have its own excess on medical or liability claims. You can owe a shop bill and an insurer excess on the same incident through different channels.
What actually happens after an accident
Safety and the police report
Call 1669 for emergency medical help, 191 for an immediate police emergency, or Tourist Police 1155 for tourist assistance or translation. Contact the rental operator and insurer promptly, follow their reporting instructions and ask whether the exact policy and incident require a police report.
Document the scene
After immediate safety and medical needs, photograph vehicles, plates, damage and road context only when safe and permitted by responders. Do not delay moving out of danger for a photograph. Keep the pickup record for comparison without assuming it determines liability.
Notify the shop
Call the rental shop with facts only. Do not agree to a repair figure by phone. Ask what their insurance process is, if any, and what documents they need.
Notify your travel insurer
Check the policy’s notification deadline, open a claim promptly and ask exactly which medical, police, identity and liability documents are required.
Return day and the damage bill
The operator may inspect the bike and present a deposit deduction or repair claim. Compare the claimed component with pickup and incident records, request an itemisation and challenge a mismatch calmly.
When the shop and the insurer disagree
The operator and your own insurer may address different losses under different documents. Keep their decisions separate and ask each party to identify the clause and evidence supporting any amount or denial.
Keep every document: the rental contract, any police report, photos, hospital invoices, insurer emails and operator quote.
